The mission of the Department of Planning and Community Development is to guide the development of the City through effective measures of planning, design review, construction plan approval, code compliance, and housing assistance.

• Planning: Effectively manage the land use planning process
• Housing: Encourage affordable housing production and preservation by maximizing the use of City's federal resources
• Development: Effectively preserve land use development and encourage affordable housing preservation and protection.
• Enforcement: Enhance and improve land use and development through effective enforcement, inspections, and program compliance monitoring.
